不 is bu4 but becomes bu2 before a fourth tone, and 一 is yi1 but becomes yi4 before the first, second and third tones.

不 before a fourth tone

不 bu4 keeps tone 4 before tones 1, 2 and 3: 不高 bu4 gao1, 不忙 bu4 mang2, 不好 bu4 hao3. Before a fourth tone it becomes bu2: 不是 bu2 shi4, 不去 bu2 qu4.

不 in sentences

不认识 bu2 ren4 shi5, 不客气 bu2 ke4 qi5, 不累 bu4 lei4? No. 不累 is bu2 lei4 because 累 is fourth tone. Listen for the rise before a falling tone.

一 keeps its tone when counting

As a number or in an ordinal, 一 stays yi1: 一、二、三 yi1, er4, san1, 第一 di4 yi1. The change to yi4 happens when it is a modifier before the other tones: 一天 yi4 tian1.

Writing the changed tone

The sound changes but the written pinyin keeps 不 bu4 and 一 yi1. Write 不是 bu4 shi4, say bu2 shi4. Dictation marks the base tone, not the sandhi.
