The literary word 不啻 has two live uses: before a quantity it means no less than, and before a situation it means is tantamount to or as good as. The first use is numerical, the second metaphorical. Both belong to formal and literary Chinese.
Sentence Patterns — Word order, 是/有, questions, negation and the 把/被/了/过/着 patterns.
Frame one: 不啻 + quantity = no less than. Frame two: 不啻（为）+ situation = is tantamount to. With a noun or verb phrase, 为 is often added: 不啻为一种浪费. Decide from the word after 不啻 whether it is a number or a situation.
पहला ढाँचा: 不啻 + मात्रा = से कम नहीं। दूसरा ढाँचा: 不啻（为）+ स्थिति = के बराबर। संज्ञा या क्रिया-वाक्यांश के साथ अक्सर 为 जोड़ा जाता है: 不啻为一种浪费। 不啻 के बाद आने वाले शब्द से तय कीजिए कि वह संख्या है या स्थिति।

Editors use 不啻 in commentary and literary essays to make a comparison land with force. In modern speech the same ideas are usually said with 不止 for quantity and 相当于 for metaphor, so 不啻 signals a formal written register.
संपादक टिप्पणी और साहित्यिक निबंध में 不啻 का प्रयोग तुलना को बल देने के लिए करते हैं। आधुनिक बोली में यही भाव मात्रा के लिए 不止 और रूपक के लिए 相当于 से कहे जाते हैं, इसलिए 不啻 औपचारिक लिखित शैली का संकेत देता है।
Learners read 不啻 as 不但 and add 而且, which is wrong: 不啻 does not build a not only but also pair. It is also confused with 不止, 不愧 and 不免. 不止 means more than, 不愧 means worthy of, and 不免 means unavoidable. Match the word to the meaning before choosing it.
शिक्षार्थी 不啻 को 不但 की तरह पढ़कर 而且 जोड़ देते हैं, जो ग़लत है: 不啻 से केवल नहीं बल्कि वाला जोड़ा नहीं बनता। इसे 不止, 不愧 और 不免 से भी मिला दिया जाता है। 不止 का अर्थ अधिक है, 不愧 का अर्थ योग्य है, और 不免 का अर्थ अनिवार्य है। शब्द चुनने से पहले अर्थ से मिलान कीजिए।
Replace 不啻 with 相当于. If the sentence still makes sense, you have the metaphor use. If the word after it is a number, replace it with 不少于 instead. This pair of substitutions separates the two uses cleanly.
不啻 के स्थान पर 相当于 रखिए। यदि वाक्य अर्थपूर्ण रहे, तो यह रूपक वाला प्रयोग है। यदि उसके बाद संख्या हो, तो 不少于 रखिए। ये दो प्रतिस्थापन दोनों प्रयोगों को साफ़ अलग कर देते हैं।
