The formal conjunction 鉴于 means in view of or considering. It introduces a situation that the speaker takes into account before making a decision, a judgment or a warning. Unlike 基于, it can introduce a clause with its own subject and verb.
Sentence Patterns — Word order, 是/有, questions, negation and the 把/被/了/过/着 patterns.
The frame is: 鉴于 + situation, + decision or judgment. The situation can be a noun phrase or a clause: 鉴于天气恶劣，比赛推迟举行。 鉴于他已经认错，我们决定给他一次机会。 The main clause states what is done in view of that situation.
ढाँचा है: 鉴于 + स्थिति, + निर्णय या राय। स्थिति संज्ञा-वाक्यांश या उपवाक्य हो सकती है: 鉴于天气恶劣，比赛推迟举行। 鉴于他已经认错，我们决定给他一次机会। मुख्य उपवाक्य बताता है कि उस स्थिति को देखते हुए क्या किया जाता है।

Official notices, company emails and formal letters use 鉴于 to justify a measure without sounding personal. It is common in announcements about postponements, exceptions and policy changes. In casual speech 因为 is more natural.
सरकारी सूचनाएँ, कंपनी के ईमेल और औपचारिक पत्र 鉴于 का प्रयोग किसी उपाय को व्यक्तिगत आरोप के बिना उचित ठहराने के लिए करते हैं। स्थगन, अपवाद और नीति परिवर्तन की घोषणाओं में यह सामान्य है। साधारण बातचीत में 因为 अधिक स्वाभाविक है।
Do not use 鉴于 for a physical position or a plain object: 鉴于门口 is wrong. Do not use it as a casual because in everyday chat, and do not leave out the decision that follows. Also keep it apart from 关于, which means about.
शारीरिक स्थान या साधारण वस्तु के लिए 鉴于 का प्रयोग न करें: 鉴于门口 ग़लत है। रोज़मर्रा की बातचीत में इसे साधारण कारण के रूप में न लगाएँ, और इसके बाद आने वाला निर्णय न छोड़ें। इसे 关于 से भी अलग रखें, जिसका अर्थ है के बारे में।
Use 鉴于 when the first part is a situation that calls for a response, not just a source of information. Make the response explicit in the main clause, and choose 基于 instead when the first part is data or a principle.
जब पहला भाग ऐसी स्थिति हो जो प्रतिक्रिया माँगती है, केवल जानकारी का स्रोत नहीं, तब 鉴于 लगाएँ। मुख्य उपवाक्य में प्रतिक्रिया स्पष्ट करें, और जब पहला भाग आँकड़े या सिद्धांत हो तो 基于 चुनें।
HSK 6 reading contrasts 鉴于 with 基于 and 由于. 鉴于 looks forward to a measure, 基于 looks back to a foundation, and 由于 simply states a cause. The phrase after 鉴于 often contains a problem or a change in circumstances.
