以 A 为 B means to take A as B or to base something on A: 以质量为核心 takes quality as the core. The frame is short, formal and common in writing.
Sentence Patterns — Word order, 是/有, questions, negation and the 把/被/了/过/着 patterns.
以 + A + 为 + B: 公司以服务为中心。 The frame appears in titles and slogans, and 为主 (mainly) and 为例 (for example) are fixed forms built on it.
以 + A + 为 + B: 公司以服务为中心। यह ढाँचा शीर्षकों और नारों में आता है, और 为主 तथा 为例 इसी पर बने स्थिर रूप हैं।
这个城市以旅游为经济支柱。 以我为例，我每天六点起床。 学校以人为本。 我们以汉语为主要研究对象。

Companies and schools use 以…为 in mottos and reports because it sounds concise and serious. Recognising it lets you read a whole policy in four characters.
कंपनियाँ और विद्यालय 以…为 का प्रयोग आदर्श वाक्यों और रिपोर्टों में करते हैं क्योंकि यह संक्षिप्त और गंभीर लगता है। इसे पहचानकर आप चार अक्षरों में पूरी नीति पढ़ सकते हैं।
Learners write 以质量核心, which has no predicate at all. B after 为 is required, even when the phrase looks like a title.
शिक्षार्थी 以质量核心 लिख देते हैं, जिसमें कोई विधेय ही नहीं होता। 为 के बाद B आवश्यक है, चाहे वाक्यांश शीर्षक जैसा दिखे।

दो स्थिर वाक्यांश 以…为主 और 以…为例 अनेक परीक्षा प्रश्नों को पूरा कर देते हैं। इन्हें पूरा याद कीजिए और बीच में विषय-शब्द रखिए।
Because 以…为 belongs to the written register, an HSK item may ask you to replace it with 把…作为 in spoken style. The meaning stays the same.
चूँकि 以…为 लिखित शैली का है, HSK प्रश्न पूछ सकता है कि बोलचाल की शैली में इसे 把…作为 से बदला जाए। अर्थ वही रहता है।
